Positionpurpose & Summary:

The Location Food Safety Quality and Regulatory (FSQR)Manager is responsible for the planning development and maintenance of all FSQRsystems in a location with Moderate FSQR Complexity and Risks,including: developing and implementing FSQRpolicies, continuous improvement of FSQR processes and systems, shaping thelocation’s quality and food safety culture and leading talent managementpractices, ensuring product and process compliance to regulatory and customers’requirements, reporting and tracking FSQR metrics accordingly. Key member ofthe Site Leadership Team.



  • Builds and develops aneffective competent and engagedFSQRworkforce in the facility.

  • Lead talent management of FSQRemployees.

  • Accountable for selection, training,development, performance management and engagement of direct reports andoversees the same activities for indirect reports.

  • Actively participates in thedevelopment and implementation of location FSQR initiatives and budgets. Setaccurate and challenging functional budget.

  • Assist with the development andexecution of an annual FSQR business plan in alignment to the business andfunctional strategy.


  • Ensure compliance to all Food Safetyand Quality procedures by analyzing, reviewing, Cargill FSQR policies andprocedures. Assume ultimate accountability for compliance across the facility.

  • Implements programs in line withCargill FSQR procedures, to ensure customers and suppliers standards are met.

  • Act as an interface with the customersto review product performance, hosts and manage customer and 3rdparties audit, respond to customer questions and customer complaint.Takes action to prevent FSQRnon-conformities. Manage incidents to minimize customer impact and follow upwith corrective or preventive actions, ensuring root cause analysis is carriedout.

  • Perform and support the supplier andexternal manufacturer audit following the FSQR planning.

  • Directs and execute the QMS internalaudit across the location.the completion of audits across the location;identifying the opportunity for improvement and address to the Site Managementany risk identified.

  • Monitors regulatory activities,ensures plant compliance to Food Safety Quality and Regulatory requirements.

  • Liase with external regulatoryauthority (for Quality and Food-Feed Safety topics) at local level; can beasked to participate to local trade association as Cargill FSQR representative.


  • Responsible for Management of Change program for allchanges impacting food safety and quality.

  • Implements product specification systems and drivescontinuous improvement in the areas of processes, plant design and customerfocus.

  • Provide input to location leaders related to base andnon-base Capex necessary to achieving/maintaining compliance in GMP hygiene andFood Safety.

  • Develops, implements and assesses process/systemsplans, drives Implementation of process control strategies using data analysis,trending, application of statistics, root cause analysis, corrective actionsand other quality management tools.


  • Shapes food safety, quality andregulatory culture and reputation, interfaces with managers within the businessand represent FSQR as part of Site Management team.

  • Act as liaison between customer andoperations to ensure expectations are met.

  • Lead the implementation of FSQRbusiness plan for the location and other related business projects assigned tothe location.



  • Minimum- Bachelor’s degree ( /- 16 years education) in science, microbiology, qualityassurance or other applicable fields.

  • Minimum7 years in quality control/quality assurance experience in the food and/orpharma industry.

  • Energeticand proactive personality with the ambition for continuous improvement of ourFSQR processes.

  • Demonstratedknowledge and experience with Quality, HACCP and food safety practices such asrisk assessment, auditing, effectively manage NCs.

  • Demonstratedability to evaluate processes, identify Opportunities for Improvement andsuccessfully act on OFI.

  • Provenability to behave in accordance with Cargill values and ethics.

  • Abilityto work in teams and to handle competing priorities.

  • Demonstratedability to provide leadership, motivation to engage FSQR Team and workcollaboratively in a plant environment.

  • Keenunderstanding of laboratory function/operations.

  • Customerfocus experience in managing FSQR related activities.

  • Abilityto managing customer expectations within business constrains.

  • Fluentin English language skills (verbal / written).

  • Polishlanguage is mandatory for this position.

  • Experiencedwith Microsoft Office applications (i.e. Word, Access, PowerPoint, Excel).
