Raytheon has an exciting opportunity for an experienced Subcontract Program Manager to join the Patriot Integrated Product Team (IPT) in support of the Poland program. As a member of the IPT Core Execution Team (CET) you’ll report directly to the Patriot Lead Material Program Manager for the BMC4I IPT and be assigned to a Supplier Integrated Product Team (SIPT) working with Polish supplier(s) tasked with building Patriot major end items (MEI). In this highly visible role, the Subcontract Program Manager is responsible for providing early technical development and subcontract leadership to enable new Polish strategic subcontractors to successfully integrate into IAMD programs. The ideal candidate will draw from extensive program/subcontract management experience to ensure effective subcontractor execution in alignment with program objectives and must have strong leadership skills, business acumen, technical aptitude and collaboration skills. The ability to effectively work with Cross Business Teams (CBT), Integrated Product Team (IPT) and Program Managers will be a key to the SCPM’s success. Responsibilities will include: · Management of overall performance and reporting of Subcontractor Partners to support the achievement of prime contract technical, schedule, quality and financial performance objectives. · Management of all interfaces between the International Subcontract Partners and the Program with responsibility for leading the Subcontract Management Team (SMT) in effectively managing supplier capability assessments as well as supplier start up through development and production execution. · Enabling and ensuring technical and programmatic issues are quickly surfaced and resolved. As such, this position leverages the capabilities of the entire organization while effectively providing integration to engineering, quality, integrated supply chain and operations to provide the support necessary to meet current needs; and implementing tactics and actions to achieve the strategies developed to enable business growth. · Provides the SMT and Program with real-time oversight of Subcontract Partner activities in support of the defined contractual requirements. · Coordinates activities among Raytheon Supply Chain Managers, IPT/CBT/Program Leads and engineering. Manages the relationship between subcontract partner staff and Raytheon counterparts. · Participates in and contributes to Subcontract Management Reviews, Technical Interchange Meetings (TIMs), Design Reviews, Production Readiness Reviews, Test Readiness Reviews, Functional Configuration Audits and Physical Configuration Audits, as applicable to the Subcontract. · Participates in and contributes to Subcontract Partner Assessments, Monthly Subcontract Partner QDIs and Subcontract Partner audits (as applicable). · Identifies needs for resources and solutions relating to major subcontract/subcontract partner. · Utilizing knowledge and understanding of requirements and issues, identifies appropriate skill sets required to achieve successful phases of program execution. · Drives cross functional engagement and supports the collaboration between the SMT and program teams. · Monitors the operational, technical and financial health of subcontractors through assessments, measurements and metrics. · Identifies risks and opportunities; develops and executes plans to mitigate, relative to the major subcontracts. · Supports Material Sales Forecasting and drives performance to AOP. NOTE - This role will require forward deployment directly to our Raytheon Poland office. Relocation will be governed by the terms and conditions of a Long Term International Assignment Memo of Understanding (MOU) document, created and executed by Raytheon International Assignment Services (IAS). There is no domestic US relocation offered with this position. U.S. Citizenship status is required as this position will need a U.S. Security Clearance within 1 year of start date. Required Skills: • 10+ years Supply Chain, Program Management or Project Management experience • Experience managing international major contracts or subcontracts • Experience interfacing with all levels of internal and supplier management • Working knowledge of export / import regulations e.g. FAR / DFAR • Ability to obtain a Secret security clearance • US Citizenship Required Education: Bachelors’ Degree Desired Skills: • Fluent in Polish • International subcontracts or other international business experience • Experience living and working abroad • Certifications in Supply Chain or Program Management • Experience in Raytheon IPDS, Risk and Opportunity Management, Statement of Work development • Demonstrated ability to understand financial information, budgets, program performance and develop strategies to improve performance in these areas. • Skilled in change management and organizational effectiveness • Strong analytical abilities, ability to plan, control and direct activities and resources related to planning and scheduling • Experienced in various business models and contract types • Experience using PDM and PRISM • Exemplary oral and written communication skills, ability to listen well and communicate effectively with others.
